Staten Island is home to two New York State Empire Zones, the North Shore Empire Zone and the West Shore Empire Zone.

 

Comprising over 1900 acres, this program is designed to stimulate business growth in selected areas in the Borough by providing a host of tax credits, utility discounts, and local incentives to businesses that introduce capital investments and create jobs at a facility located within the Empire Zone.

These incentives are designed to attract new businesses and encourage existing businesses to expand operations and create additional job opportunities for local residents.

Eligible companies can take advantage of employment, investment, real property, sales and wage tax credits as well as exemption from New York State sales tax and utility cost discounts.

Since its inception, businesses that have taken advantage of the Empire Zone program have invested over $500 million and have created thousands of jobs on Staten Island.
